Foreign Labor Certification Agricultural (FLC)
The Immigration and Nationality Act (INA) as amended by the Immigration Reform and Control Act of 1986 provides a means for agricultural employers to apply for permission to bring into the US nonimmigrant aliens to perform agricultural labor or services of a temporary or seasonal nature.

Foreign Labor Certification Non-Agricultural (FLC)
Section 212(a)(14) of the Immigration and Nationality Act (INA) provides that certain aliens may obtain a visa for entrance into the US in order to engage in permanent/temporary employment if the Secretary of Labor has first certified.

Connecting Claimants to Career Centers
Connecting Unemployment Insurance (UI) Claimants to Career Centers is an initiative to ensure that the One Stop Career Centers are the entry-point for re-employment services for all permanently separated UI claimants.

The Disability Navigator Program
The Disability Program Navigator is a three year demonstration project which is jointly funded by the Department of Labor and the Social Security Administration. There are 15 Disability Program Navigators within the One-Stop Career Centers across the state who provide employment, outreach, education, support services to individuals with disabilities.

Job Search, Job Readiness (JSJR)
This program is designed to ensure the provision of Job Search, Job Readiness (JSJR) to eligible TAFDC customers to economic self-sufficiency through the receipt of high quality, comprehensive employment services through the One Stop Career Center system.

Employment Services (Wagner-Peyser)
The Employment Service program is designed to provide job seekers assistance in finding employment, as well as access to other career services within the One Stop Career Centers.

Massachusetts Career Information System (MassCIS)
The Massachusetts Career Information System (MassCIS) is an Internet-based interactive software system that provides occupational, labor market, and educational information to help Bay Staters make better-informed career and educational choices.

National Emergency Grant
National Emergency Grants benefit dislocated workers who have lost their jobs due to layoff or
company closure.

New Perspectives
DCS’ New Perspectives Program provides a unique intervention model that blends psychological, training and consultation services at the MA One-Stop Career Centers; we provide services to a wide range of clients; including dislocated workers and disadvantaged populations, as well as front-line staff and managers of the career centers.

Skill Start Program
The Skill Start Program provides short-term job search and training services for targeted Food Stamp recipients through the One Stop Career Center System.

Trade Adjustment Assistance Program
The Trade Adjustment Assistance (TAA) program is designed to assist individuals who become unemployed as a result of increased imports or transfer of production to foreign countries to reemployment services and allowances through the One Stop Career Center system.

Veteran Employment and Training Services (Vets)
The VETS program provides dedicated Veterans’ Services staff within each One Stop Career Center to ensure that the veteran customers receive priority of service within the One Stop Career Center.  All career center veteran customers are “case managed” to optimize service levels. WIA Title I Adult and Dislocated Worker Employment and Training Services
The Workforce Investment Act provides training and employment services to job seekers at One-Stop Career Centers for disadvantaged adults and for workers permanently separated from employment due to individual layoffs, mass layoffs or plant closings.

Work Opportunity Tax (WOTC) and Welfare-to-Work Tax (WTW)
The WOTC provides an employer with a tax credit of up to $2,400 for each new hire that falls within the specified targeted groups identified within WOTC regulations. The WTW Tax Credit provides employers with a credit for up to $8,500 for each new hire that is a member of a family that has received Temporary Assistance For Dependent Children TAFDC for at least 18 consecutive months ending on the date of hire.

Workforce Training Fund
The Workforce Training Fund is an employer-funded program that provides grant funds to Massachusetts employers to upgrade the skills of their current or newly hired employees.

The Youth with Disabilities Program
The Youth with Disabilities program a five-year demonstration grant that focuses on services for youth with disabilities as their transition from school to work. This grant has established a new cross-agency, state-level council that has representation by from all organizations that serve youth with disabilities between the ages of 16 and 24. The primary objective of this grant is to improve employment outcomes for youth with disabilities and to develop a resource mapping plan at the state and local level.
